The article discusses the sensational decree of the Government of the Kirov region dated 02/04/2021 No. 56-P "On approval of the Rules for the maintenance and protection of pets in the Kirov region" and its role in shaping the idea of pets as new consumers of housing and communal services in Russia. The prerequisites for the approval of such rules and the requirements for the maintenance and protection of pets themselves, based on the Federal Law No. 498-FZ "On the Responsible Treatment of Animals" are analyzed.
